In February 2013, the Ministry of Justice called for responses to the ‘Transforming Youth Custody: Putting Education at the Heart of Detention’ consultation. The Ministerial foreword states that the current youth custody system is “failing to turn these young people’s lives around, and we need to do things differently”.
